In January, 2003, the Small Business GWAC Center awarded the first government-wide acquisition contract to be set-aside for Historically Underutilized Business Zone (HUBZone) certified firms. This multiple award vehicle covers seven Functional Areas set up within the parameters of the North American Industrial Classification Standard (NAICS). The goal of the program is to stimulate and create jobs in areas of pervasive unemployment and underdevelopment. The HUBZone program has a statutory goal requiring 3% of federal procurement dollars go to HUBZone certified firms. The goal is to assist the federal government in meeting this goal for the first time since the HUBZone program’s inception in 1997.
